Alexandria, Virginia — The Human Resources Research Organization (HumRRO), an industry leader offering a science-based approach to talent management, education, assessment, credentialing, and program evaluation, is pleased to announce that Gary Carter, Ph.D., has joined the organization as a Vice President and Operations Director, effective October 2, 2023.
“I have always had great respect for HumRRO as an organization and for HumRRO’s outstanding staff, which includes many leading talent management and assessment experts,” Carter said. “I’m drawn to HumRRO by the organization’s emphasis on technical excellence, innovation and results-oriented customer service, combined with the organization’s stability even during its recent period of extraordinary growth.”
Carter joins HumRRO with significant executive and managerial experience as well as deep expertise designing and successfully implementing results-oriented talent management solutions for federal government and commercial clients. He worked for many years at PDRI, where he held several executive and managerial roles including Vice President and Chief Professional Services Officer. Early in his career, Carter managed and directed O*NET-related assessment projects for the U.S. Department of Labor’s Assessment Research and Development Program. He earned a Ph.D. in Industrial and Organizational Psychology from the University of Minnesota.

He is a Fellow of the Society for Industrial and Organizational Psychology (SIOP) and currently serves on the SIOP Executive Board and the American Psychological Association Council of Representatives.
