Alexandria, Virginia—The Human Resources Research Organization (HumRRO), an industry leader offering a science-based approach to talent management, educational measurement, assessment, credentialing, and program evaluation, is pleased to announce the appointment of Bethany Bynum, Ph.D., to the position of Business Development Director, Public Sector. The combination of Bynum’s technical expertise and management experience at HumRRO make her the ideal candidate to step into this role building partnerships and identifying and evaluating opportunities with federal, state, and local government agencies.

Bynum joined HumRRO in 2010 and quickly established herself as an indispensable asset for HumRRO’s clients and a trusted voice and leader in the industrial-organizational (I-O) profession. As an accomplished manager providing psychometric expertise for a wide variety of projects in educational testing, credentialing, and workplace selection, her insight has been sought by premier industry conferences and in the media on topics such as situational judgment tests (SJTs) and maintaining transparency when using artificial intelligence (AI) in job selection.

Bynum has published in Military Psychology, the Journal of Business and Psychology, Academy of Management and Human Factors, and chaired the American Psychological Association (APA) Committee on Psychological Tests and Assessment. She currently serves on the Editorial Board of the Journal of Business and Psychology. In recognition of her contributions to the field, the Society for Industrial and Organizational Psychology (SIOP) recognized Bynum with the prestigious Distinguished Early Career Contributions-Practice Award in 2019.

“We are thrilled to have Beth assume this critically important role leading business development for our public sector work,” said David Dorsey, Ph.D., Vice President of Business Development (BD) at HumRRO. “She is extremely well-suited for this job, having recently managed a complex, sustained effort needed to win a large government contract vehicle. Beth has also built a strong professional network by managing and providing technical guidance through large-scale projects for the Association of American Medical Colleges, Army Research Institute, and the Society for Human Resource Management, along with serving on and leading APA and SIOP committees.”

Bynum said she was drawn to this new challenge, particularly because of the relationship-building aspect of the BD role and believes her 15-year tenure as a technical project lead within HumRRO’s operations has provided her with an invaluable foundation to make the transition successfully.

“Throughout this journey, I’ve developed a comprehensive understanding of our methodologies, capabilities, and deliverables across all core business areas, allowing me to speak knowledgeably about the ‘HumRRO difference,’” Bynum noted. “Working directly with a variety of clients has honed my ability to translate complex technical concepts into clear outcomes, identify needs, and build trust-based relationships.”

Bynum’s combination of deep institutional knowledge and client-facing experience uniquely positions her to bridge the gap between HumRRO’s technical excellence and the public sector’s evolving demands.

“The public sector faces complex challenges that require thoughtful, tailored solutions,” Bynum added. “I’m looking forward to leveraging my insights in a more strategic capacity, helping to shape our growth in the public sector area while ensuring our custom solutions remain aligned with client needs.”

Bynum assumes the position of Public Sector Business Development Director, effective immediately.
