Alexandria, Virginia—The Human Resources Research Organization (HumRRO), an industry leader offering a science-based approach to talent management, education, assessment, credentialing, and program evaluation, is excited to announce that Jon S. Twing, Ph.D., has joined the organization as a chief scientist, effective immediately.
Prior to joining HumRRO, Twing spent more than three decades at Pearson, where he was ultimately responsible for Global Assessments & Qualifications Services focusing on the development, validity, and efficacy of learning systems that integrate measurement and instruction. He has more than 40 years of experience in experimental psychology, psychometrics, research, and assessment development.
“I am excited to support HumRRO’s mission of quality research and service to the education field and to join this esteemed nonprofit research group,” said Twing. “I hope to contribute to HumRRO’s ongoing success as Chief Scientist.”
Twing has also provided measurement expertise and consulting services to various organizations, including the Organisation for Economic Co-operation and Development (OECD), Abu Dhabi Education Council, The Central Board of Secondary Education in India, the Australian Curriculum Assessment and Reporting Authority, and the National Assessment of Educational Progress. He was a Research Fellow at the University of Oxford in England, and at the University of Sydney in Australia.

In alignment with HumRRO’s core values of contributing to science, society, and the profession, Twing has volunteered on numerous boards, committees, and service organizations, such as The International Testing Commission, The College Board Psychometric Panel, American Educational Research Association, National Council on Measurement in Education, Council of Chief State School Officers, The Association of Test Publishers, and the American Psychological Association. He earned his M.A. and Ph.D. in Educational Measurement and Statistics from the University of Iowa.
