The International Association of Chiefs of Police (IACP) has asked HumRRO to conduct a training needs analysis and craft learning objectives for a suite of trainings the IACP is developing on critical law enforcement topics.
The U.S. Department of Justice’s Bureau of Justice Assistance competitively awarded a cooperative agreement to IACP to create “Elevate Blue: Essential Training for Law Enforcement” in partnership with several leading law enforcement organizations. Elevate Blue will provide law enforcement with innovative training addressing the leading issues in the profession. For each critical topic area identified by IACP and its partner organizations, HumRRO will help develop terminal learning objectives. Elevate Blue will use these learning objectives to develop comprehensive, evidence-based training grounded in curriculum development theory, adult learning concepts, and best practices.
“We are excited that HumRRO has agreed to help us by conducting a training needs analysis for the Elevate Blue initiative,” said Cristina Fernandez, program manager at IACP. “Carefully identifying the most important tasks and learning objectives for the training will help ensure that law enforcement leaders and rank and file officers are better prepared to serve and protect their communities. Based on our successful history of partnerships with HumRRO, we are confident that we will get high quality results.”
The training needs analysis is an important step, as it provides the foundation for the training development conducted by Elevate Blue. “Under this project, HumRRO will develop and administer surveys to law enforcement personnel, conduct focus groups with community leaders, and conduct workshops with subject matter experts” explained Lance Anderson, Ph.D., director of Federal Talent Management. “The resulting learning objectives will describe the actions that officers and leaders should engage in on the job, the conditions under which they should take those actions, and the standards that will be used to judge success.”
