HumRRO is pleased to welcome Harold Doran, Ed.D., as a vice president and division director, adding to a wealth of technical expertise and strategic leadership on our executive team.

Originally an elementary classroom teacher and school principal, Doran is a nationally recognized expert in large-scale assessment, psychometrics, and educational research. He is primarily motivated to support students and educators at all levels by ensuring that assessments and educational policy and practice are built on foundations of technically accurate research and development activities.
After a decade working directly in schools, Doran became director of research and evaluation at New American Schools and managing director at Cambium Assessment (formerly AIR Assessment) where he provided strategic and technical leadership for nearly 20 years. In these roles, he led some of the largest and most innovative K-12 assessments and collaborated with states and jurisdictions, supporting their assessment and accountability programs.
Doran also directed studies funded by the Institute of Education Sciences, George W. Bush Institute, Walton Family Foundation, Rodel Foundation, and other privately funded groups. He has provided congressional testimony on the Elementary and Secondary Education Act (ESEA) and was appointed by former Secretary of Education Margaret Spellings to the U.S. Department of Education National Technical Advisory Panel.
His specific expertise includes computational statistics, psychometrics, variance estimation, adaptive testing, mixed linear models, value-added modeling, test scoring methods, test equating, experimental design, and full stack application development with an emphasis on building web-based software for education research. Doran earned his doctorate in Educational Leadership and Educational Psychology from the University of Arizona and has authored more than 50 book chapters, policy papers, and technical reports.
